That's because it's in their best interest to do so. If you're a mother or father with no access to your children and no ability to visit with them, then you have limited options for keeping in touch with them. On the other hand, if you live far away from your children and can't afford to travel back and forth to see them on a regular basis, then you have an incentive to move away from your kids' custodial parents so that they won't have access to your kids unless they come out for visits. This isn't always easy for custodial parents—it takes time and effort for them to get all their ducks in a row when it comes time for a divorce or separation agreement—but that doesn't mean they can't do it!
