If one parent has full custody, can the other parent move away?

The short answer is yes.

In fact, if one parent has full custody, it's entirely possible that they will move away from the other parent. That's because it's in their best interest to do so. If you're a mother or father with no access to your children and no ability to visit with them, then you have limited options for keeping in touch with them. On the other hand, if you live far away from your children and can't afford to travel back and forth to see them on a regular basis, then you have an incentive to move away from your kids' custodial parents so that they won't have access to your kids unless they come out for visits.

This isn't always easy for custodial parents—it takes time and effort for them to get all their ducks in a row when it comes time for a divorce or separation agreement—but that doesn't mean they can't do it!

If you have joint custody, and one parent has full custody, they can move away with their child without needing the other parent's consent. However, if one parent has sole custody of a child, then they have complete control over where their child lives. So if one parent decides to move away without any kind of agreement or arrangement with the other parent in regards to how the other parent will be able to see their child, that could be considered abuse.
